4/19/24 NM State Game Commission Recap

Author: Joel Gay
The State Game Commission is finally up to full membership, though with half the commissioners either brand new or relatively new to the job, their April meeting in Silver City was more about bringing them up to speed than accomplishing any business. Since the death of Commissioner David Soules in 2021, the governor’s dismissal of Commissioner Jeremy Vesbach and the subsequent resignation of Commissioner Roberta Salazar Henry, the seven-member commission has been far short of full. At times ...

4/11/22 NMDGF Game Commission Recap

Author: Joel Gay
New Mexico elk hunters could see big changes including unlimited OTC private land hunts in GMU 34 and a prohibition on muzzleloader sights, while turkey hunters could get a longer season plus a chance to draw Gould’s turkey tags as the State Game Commission considers big game proposals outlined at their meeting in Santa Fe on Monday. But the biggest surprise of the day was a last-minute effort to revise the Bighorn Rule and potentially give resident New Mexico hunters better access to ...

Location is Everything for EPLUS

Author: Joel Gay
Fifth in a series Many private landowners in New Mexico with elk on their property are eligible to participate in EPLUS. Not all of them qualify – they first have to exhibit verifiable benefits to elk. But those who do qualify receive thousands of authorizations to sell, give away or not even use. Where those hunts actually occur is a key question, however. For a program titled the “Elk Private Land Use System,” it seems odd to many New Mexico hunters that a large number of EPLUS tags can ...

3/4/22 NMDGF Game Commission Recap

Author: Joel Gay
If you hunt in New Mexico and want to see changes in elk, deer and other big game regulations – season dates, bag limits or anything else -- now is the time to tune in. The State Game Commission met last Friday in Socorro to begin the process of reviewing and revising all big game rules, which happens every four years. On tap right now are proposed changes in javelina, pronghorn and bighorn regulations, but other species will follow soon. Stewart Liley, the head of the NMDGF Wildlife ...

Governor Removes Another Qualified Commissioner

Author: Joel Gay
Gov. Michelle Lujan Grisham this week removed State Game Commissioner Jeremy Vesbach, apparently because he has repeatedly stood up for New Mexico resident hunters and anglers. She notified him Tuesday morning that he was out, even though he still had a year left in his term. “I think the governor was looking for someone who would ride the fence,” Vesbach told NMBHA. “That’s not me.” Since he was appointed in 2019, Vesbach has been a fierce advocate for New Mexico hunters and anglers. He has ...

Paying It Forward

Author: Joel Gay
BY JOEL GAY It’s not easy for resident hunters to draw an elk tag in New Mexico, even for kids. As in many states, demand for tags far outstrips supply. But that’s only part of the equation. New Mexico also has the most liberal private land elk hunting program in the U.S. In recent years, up to half – HALF! – of all available elk tags have been given to landowners to sell to the highest bidder. Whatever is left goes into the big game draw. And even then, residents’ share of the draw is ...

EPLUS Outside the Primary Zone

Author: Joel Gay
Fourth in a series To understand how a small number of landowners controls a third of the elk hunts in New Mexico, you have to start on the ground – where the elk are most concentrated versus where they are fewer and farther between. We discussed previously that EPLUS splits the state into three management zones, and that the majority of elk are found in the Primary Zone. In that zone, elk tags are divided between the public draw and EPLUS landowners through a complex formula, but it comes ...

10/22/21 NMDGF Game Commission Recap

Author: Joel Gay
Big changes and a vast improvement in the Open Gate program could be in store in the near future, according to a report delivered to the State Game Commission last week in Las Cruces. NMDGF Wildlife Management Chief Stewart Liley said the Department is angling to dramatically increase the annual budget in a bid to get more private properties and more species open to the public for hunting, fishing or both. The Commission also gave a stirring tribute to former Commissioner David Soules, a ...

Primary Zone is the heart of EPLUS action

Author: Joel Gay
Third in a series Almost every state in the West has a private land hunting program for elk – Arizona being the exception – but it’s hard to imagine any program more complicated than EPLUS. We’ve posted a copy of the EPLUS Rule in our EPLUS Library, and we encourage hunters to read it just to see how difficult it is for the average person to understand. But to save your eyesight we’ll do a guided tour of the rule to explain how EPLUS works. Unfortunately, EPLUS is so complicated that even ...

EPLUS Could Be Up For Change in 2022

Author: Joel Gay
(Second in a series) Most western states have a “private land” program for elk hunting, but New Mexico’s EPLUS – the Elk Private Land Use System – is arguably the most liberal landowner tag allocation in the West. It’s no mystery why New Mexico has such a program. The big question is why does it operate the way it does. And more to the point: What can be done to change it? The basis of EPLUS is clear. The state Legislature in 1989 passed a law that says flatly: “The director of the ...
