Protecting Oregon’s Backcountry: Keeping Members Updated on Deschutes National Forest E-Bike Proposal

Author: Ian Isaacson
“We just started out by riding down deer trails...” It might sound like the beginning of a joke, but for local wildlife populations, one could argue it has almost become a nightmare. The Oregon Chapter of Backcountry Hunters & Anglers is closely monitoring developments related to the U.S. Forest Service’s pending draft decision regarding e-bike access on some previously non-motorized trails within the Deschutes National Forest. The proposal specifically targets 161.4 miles of trails within ...

HB 3086 Passes

Author: Ian Isaacson
In a monumental achievement, HB 3086, which restructures the ODFW Commission's selection map, has been passed with unanimous support in the House and near unanimity in the Senate. The hard work throughout the session to keep this bill alive has paid off, and we consider this a significant milestone for all who supported the bill. Previously, the Commission was aligned with congressional districts, supplemented by two at-large positions, one each from the east and west sides. The new statute ...

Deschutes Mule Deer Inventory UPDATE: May 2023

Author: Ian Isaacson
The Oregon Chapter of BHA wants to thank our supporters for your dedication, especially to those who were able to take the time to participate in last Thursday’s Planning Commission hearing - either through oral testimony (in-person or virtually), attending the hearing, or submitting written testimony. We had a strong turnout overall, and your presence made all the difference. We showed a unified and diverse coalition of voices in support and it did not go unnoticed by the Planning ...

HB 3086: UPDATE

Author: Ian Isaacson
The progress of HB 3086, the river basin model for ODFW Commission structure, was unfortunately stalled early last week. The -4 amendment had enough votes to pass out of the House Agriculture, Land Use, Natural Resources, and Water Committee, but it was instead referred without amendments or recommendations to the House Rules Committee. It appears that some groups, in the eleventh hour, expressed their concerns to the committee members, as well as the House Speaker’s office and the ...

Oregon BHA Bolsters Commitment to Backcountry Access

Author: Ian Isaacson
The Oregon Chapter of BHA and our members are dedicated towards maintaining and improving access to some of the wildest and most remote places in Oregon. This commitment is why Oregon BHA has just contributed $2,500 to the Wallowa Mountains Hells Canyon Trails Association, a dedicated group of hikers and outdoor enthusiasts who monitor and help maintain trails in Hells Canyon and the Wallowa Mountains. There are approximately 1400 miles of trails in the Eagle Cap and Hells Canyon Wilderness ...

Mule Deer Take a Back Seat in Deschutes County

Author: Ian Isaacson
As an avid hunter and conservationist living in Deschutes County for the last 10 years, I have seen firsthand the eye-popping decline in our mule deer herds. ODFW population estimates for the Upper Deschutes and Paulina Wildlife Management Units, which comprise the vast majority of the county, are at a dismal 40% and 24.8% of population objectives respectively. In August 2021, Deschutes County staff provided the Board of Commissioners with a roadmap of potential options in regards to the ...

Author: Ian Isaacson
After months of close collaboration, Oregon BHA, Oregon Outdoor Council, Oregon Hunters Association and Traditional Archers of Oregon have reached consensus and submitted a letter urging the ODFW Commission to adopt staff’s current proposal of maintaining a statewide general archery elk season for all units not moving to controlled and the creation of the Eagle Cap Zone which will combine five of the units moving to controlled into one area. In addition to supporting staff’s current ...

Oregon BHA Supports Alternatives to ODFW’s 2022 Archery Elk Proposal

Author: Ian Isaacson
In March of this year, representatives from your Oregon Backcountry Hunters & Anglers board were invited by the Oregon Department of Fish and Wildlife Archery Elk project team to discuss the potential archery elk changes for the 2022 hunting regulation cycle. The goal of these meetings was to review issues identified in the 2021 hunt development process, and discuss additional information and concepts developed since that time.  Oregon BHA appreciates the decision made last year by the ...
